Early Childhood Governance Analysis

Rhode Island has ambitious goals for improving early childhood in our state. The State's vision is for all children to be educationally, social-emotionally, and developmentally ready to succeed, putting them on a path to read proficiently by third grade.

The Early Childhood Care and Education Strategic Plan 2020-2023 and Rhode Island 2030: Charting a Course for the Future of the Ocean State call for quality, affordable child care for all children, a universal high-quality Pre-K for children ages 3 and 4 through a mixed delivery system, and equitable and timely services and supports for families and children.

Accomplishing these goals require that Rhode Island have an effective system of early childhood governance. In order to strengthen that governance system, Article 10 of the enacted Fiscal Year 2023 Budget established an Early Childhood Governance Working Group to support the development of an Early Childhood Governance System Analysis. This website includes information about the System Analysis.
